Consider this water flow diagram of a typical RV water system. In this drawing the water pump is used to pull water from the fresh water tank and you should have water in the fresh water tank before using the water pump. It probably is not a good idea to run the water pump without water present on its input port.
The newer trailers have a RV water flow panel where you can select the city water to fill the fresh water tank but with the older trailers you usually have to manual fill the fresh water tank. My 2008 model trailer requires a manual fill of the fresh water before using it..
