I tried it without the regulator, no different. Then I stood out by the city inlet fitting and had DW turn on a faucet. That is where the noise is. It sounds like a dying moose. The check valve must be warbling. Some new info that would have helped is that the noise occurs whenever the water is flowing, not just after the shutoff.
