Thanks for all the help. I think I have it figured out. There are two shutoff valves by the pump. Evidently one needs to be closed, and the other open. I had both open.

I agree. Some older trailers used to have a drain that was operated from the inside. It was located between the tank and the water pump. I had one years ago, that had a pull up to open/push down to close valve in this location.

Later models had a threaded drain cap/plug under the trailer, that should be obvious if it is missing.

Sounds like low point drains to me also.

Look at the end of the tube to see if they have a threaded insert. Mine have caps that screw on the ends to close them.

When hoked up yo water at RV Park the water doesn't flow thru fresh water tank.........it supplies the cold water system which has a line to water heater which then supplies the hot water system.
Pump sucks from fresh water tank and discharge connects to cold water system

Fresh water tank is filled either via a 'gravity fill' (Hatch with hose going to tank onside of RV)
OR via a 'Fill Valve'........part of a water panel where city water connection is and then your turn a switch/valve to fill tank

Either method.......when fresh water tank gets FULL it has an overflow that will drain to ground....typically wide open no valves.
Fresh water tank will also have a drain line with a valve for emptying tank

Low point drains......
They will be lines that come off of cold water and hot water lines with valves so that plumbing system can be drained

These might be low point drains. They are used for draining the hot and cold to help winterize. Should be valves on them to close them.
