When to use water pressure regulator on fiver?

Recently we were at a campground that had 40psi for water coming into our fiver. Normally we've seen 50+ or 60+. The question I have is if water pressure is low I am guessing you do not need a regul...

Use it every time. A pressure regulator will not drop the pressure lower than what it is set for.
i.e...I have mine set for 45 psi. If the camp pressure is 60, I will get 45. If the camp pressure is 36, I will get 36.
