When to use water pressure regulator on fiver?

Recently we were at a campground that had 40psi for water coming into our fiver. Normally we've seen 50+ or 60+. The question I have is if water pressure is low I am guessing you do not need a regul...

water pressure will vary depending on when pumps and well kick on, amount of usage at any given time, even the height of water in the water tower thus the regulator will protect against the spikes in pressure.
