no, just says of the GVWR, you cannot have more than 8000 lbs on the front axle at any one time.
and similarly, of the GVWR, you cannot have more than 15,000 on the rear axle at any one time.
GVWR says that at all times, the total of front and rear axles cannot exceed 22000 (in your case).
GVWR ALWAYS must be maintained (from manufacturers perspective)
