That might not be a fair or accurate assumption about what the problem IS but the logic is rock solid.
In most cases like this there is something simple that you are overlooking.....like both xmit and rec must have antennas in place and they must be oriented in the same plane; either vertical or horizontal.
The other wild possibility is that the lines you are tying into that you assume have 12 V power really don't but have something less, like 6 V for instance. Having a bad negative/ground connection can have a similar bad effect too.
Check those power and ground connections and I'll bet you will find the problem.
