Just to play Devil's Advocate, I'll throw something else out there. I know a small city in upstate NY that has a State University in it. Most of the students live in dorms on campus, as opposed to off campus housing. The Board of Elections has fought tooth and nail to not let the ones in dorm rooms vote there, insisting they are still residents of wherever they're from and should vote THERE by absentee ballot.
The students are ultra liberal, and the fear is they will vote for all kinds of expensive programs, knowing that they will take their diplomas and run and not have to PAY for any of the programs they are in favor of.
BTW, there are probably more students in New Paltz than there are local tax-paying residents.
