Does a 'transient', to include full timer, know or pay attention to the local issues to sufficiently make an informed decision? My guess is the majority do not. So, there is a very real possibility of having a significant amount of voters who can influence local elections and issues, without having any knowledge or any insight into the candidates or issues.
I do agree something has to be done to ensure full timers can vote in national elections, but I think one should own property, or have a physical residence in the community in order to vote in the local elections.
I wouldn't want 3000 transients to vote in my local community elections. They are unaffected by their decisions, but I have to live with theirs.
