I can not speak to your zoning rules since I have not read them. The zoning where we lived for many years had a category for single family residence which had a specific prohibition on having more than one dwelling on the property. An occupied RV was considered a dwelling just as was an apartment over an unattached garage. While we were able to plug in our RV, we were not allowed to occupy it. In order to have the house and RV occupied, the zoning would have to be changed or a variance obtained just as it would have to be to rent an apartment over an in attached garage.
