I understand and sympathize with the OP's issues. When you notify a bank of your movement plans and dates, and they still do stupid things with your account, it's time for you or them to do it differently. I've had a running fight with USAA bank for about 3 years about the same issues. They'll freeze the card for a $200 charge in Walmart, when they formerly never twitched for a $450 fuel charge. I've even gone so far as assuming all responsibility for card charges. That worked for one trip then they were back to normal (AFU). Repeated calls to their Fraud Prevention supervisors finally got things working most of the time. It appears they've finally changed their fraud model and things are now working fully.
My suggestions for the OP:
Get a direct telephone number for the bank's fraud prevention department from an independent source (Internet) (or your local bank).
When they call you, call them back on that number, not the one they give you on the phone/message/text.
Write a detailed letter to the fraud prevention VP about your problems and request they tell you how to solve them. Give them a secure way to respond to your letter.
Get to the nearest LARGE Chase bank with all your ID info and documentation of your issues with them, and sit in that banks president's office until (s)he gets things straightened out.
There's no need for this mess but it's on their head to fix it. If not take ALL your marbles and go elsewhere, but make sure they know why you're leaving.
