Many full-timers are old enough to be on Medicare which is totally unaffected by ACA. We have a Medicare supplement we can use anywhere in the US.

Bingo! Not everyone is on Medicare. I've been doing a lot of research into this and have found very few policies with national networks. And they are pricy. One company does have a national network...BUT requires a PCP. If you travel a lot...or FT you have a problem. The "cheaper" pol's are HMO's.
Sorry about the hi jack... seems related though. As the OP said.. what part of domicile is this guy missing? Just because you work in a state and pay taxes to it doesn't give you residency. People work across state lines all the time. Pro sports teams work across state lines and yet have no residency in every state.
OP you might try the pro sports analogy and see if that doesn't jar something loose. CPA? Gotta wonder.
