Check out the Superstition Mtns around Apache Junction just a few miles away from the Phoenix metropolitan areas. Couple of nice full service camping sites around there at the beginning of the high country off-road trails... ALot cooler there than it is in Tempe and Mesa for sure...
Got to build a high metal shed to park your trailer under when in the heat...

The difference in temperature from Phoenix to near the Superstitions is, at best, negligible. I live in far east Mesa, we are less than 5 miles from the Supes and less than 2 miles from AJ,and our temps are within a couple of degrees of Phoenix. While our nights may be cooler than phoenix by 5-6 degrees our days are still HOT! I would never stay in an RV in the summer here in the Valley. If the OP has pets is would be even more imperative to get out of town in the summer. YMMV.
