By far the two best "bang for your buck" measures are that dehumidifier and skirting/extra insulation. If the "cold wall/floor" is in the right configuration, you might be able to benefit from a sheet of 2 inch thick styrofoam taped or propped next to the outside wall/floor. Styrofoam in 4 foot by 8 foot panels are fairly cheap from building supply places.
The space heater is electric as we've been trying to avoid the propane for heating based on the issue you state.
