This is very true. In our class we learned that 85% of shots fired by Police in a close quarters gun fight miss. Higher for average citizens. Practice does not make perfect, but it is a must.
As for when you can protect yourself. In NC it is IF you are in grave danger. Does not have to inside your home, or RV, and you do not have to be cornered. But you BETTER have really, really good reason, and you can NOT be the aggressior, (Start the fight)
