I'm thinking one of the reasons for this is that no property tax is collected from those full timers. Remember, the gov't is all about "taxes" & full timers pay no property tax, sewer tax, school tax, tax on water bills, tax on garbage pick up, replacing windows on your sticks & bricks requires a permit (a tax), rebuilding your porch, get a permit first (a tax) adding a garage for the RV, get a permit first (a tax) & the list goes on & on.......
My state collects tax on my motorhome every time I get new license plate tags and every time I fill it with gas, RV parks pay taxes, school tax, etc, so they are collecting taxes already, its more of a law for large property investors to keep all these apartments full..
Government does not like free thinking people to have fun and save money.
