While they are at it, just make being poor or homeless illegal. Problems solved.
Seriously though, this is not enforceable on the private citizen. My 5th wheel already has a sticker that says not for permanent living, but who would know. As long as I keep it registered and licensed as an RV there is no government entity sending out goons to knock on every RV door to check how long you have been living in your RV.
It may make RVs more expensive if manufacturers are forced to build them to additional required standards. That of course will be passed on to the consumer.
