I doubt it. The bar is pretty low on renting and RV life isn't exactly cheap. About the same as a small house on average assuming you stay put a lot. Otherwise it gets expensive pretty quickly if you start filling up the fuel tank and moving around.
While some can make it work on the cheap, I'd say on average you'd be better off and more comfortable in an apartment if money is really of concern.
