And what does a law restricting prescribed medicine to persons needing it have to do with stopping illegal trade in those drugs?? Those illegal medicines are not coming out of our medicine cabinets. Although some is stolen from individuals, sometimes by caretakers, it is just a small percentage of what is sold on street corners and schools. Don't punish those getting medicines legally, attack the problem where it actually is. Stop the illegal manufacture, theft and sales. But the ones that are in true need of the medicines can't run as fast, and don't spend as much money on bribes and payoffs as the illegals do.
