The government and the big (rich) idiots in charge all know and will never admit that you cannot eliminate illegal sales by punishing the users. Any Law enforcement person will tell you that the way to stop sales is stop the people distributing and selling the product, either at the top, or as high up as you can get. But then, no one wants to stop it up high, there is too much money changing hands there. Better to spank the small hands down low, they can't hit back as hard. No one really cares anything about the really needy, that market is so small compared to the rest that it doesn't matter.
