Ok, you can pay for them. Don't use my tax dollars to do it. For treatment, yes, but not to support their habit.
I've used just about everything except heroin which scared the heck out of me. I got away with it for years without being arrested. I quit when I darn well felt like it. Compared to cigarettes, it was rather easy.
The gov't is finally doing the right thing by putting on *realistic* scare ads about the hazards of smoking. They should do the same with hard drugs and forget about constant and expensive law enforcement which isn't really doing much of anything good. About the only positive I can see is that it makes Joe Citizen feel good that we're 'doing something', when in fact we're doing almost nothing except creating the largest prison population in the world. And that is expensive.
I see your handle is Sixpack. LOL
Don't make any assumptions, my handle has absolutely nothing to do with alcohol.....or my abs either.

Jim - OKsixpack ... you also pay for crime control with your taxes, so if crime goes down - less crime by paying for drugs (medication, in fact) then the reduction in crime reduces the budget (and your taxes), and that funding can be diverted to pay for the treatment or drugs.
Think about the value: A $200 camera stolen and sold to get a $15 fix. Pay the $15 thru a clinic and a family immediately saves $200, and the cops don't bust some minor user for stealing it and can spend that time in more productive enforcement.
We cannot regulate the drug user population, we need to eliminate the crimes drug users commit. And take the enforcement issue off the table for travelers who need medications.
I have thought about it. Making murder legal would drop the crime rate because it wouldn't be a crime any more. I don't believe in forcing anyone to pay for drug users habits, which is what you are doing by using tax money to pay for it. Now let's agree to disagree so the post can get back to the O.P.'s original question/statement.
