Yes, Jim, but most people don't find comfort in murdering people - where they do find comfort in drug use. The two don't equate on that level.
We will never overcome the enforcement effort to control illegal drugs, which creates the legal disbursal of our medications difficult. We are not solving the problem, we're making a solution impossible at this level.
This situation may eventually force citizens in pain to resort to street level drugs to find relief ... once that happens (probably already happening), then our sick citizens will become criminals by default.
TO the OP - as far as "on topic" goes :: You're not going to find your answers here. Contact your doctor, describe your situation. Ask your doctor what he/she is willing to do for you. that's the only way you will receive your medications. Bringing advice from RV.net, despite its good intentions, will not convince your doctor to change his/her policy regardless of what "legel' terminology" you carry with you.
Believe this: Your doctor already knows the laws and rules. Each doctor decides how to abide by those guidelines, and RV.net will not change that individual policy. The only way is to have a discussion with your doctor, and if you can resolve the issue, change doctors until you can.
Short of that, on the larger scale, we need to educate toward the social acceptance of medications that also engage recreational or addictive value. We'll never stop it, and the best way to control it is decriminalization so we don't spend resources and efforts in a no-win situation.
