Is your surge protector just that or is it an EMS system? Surge protectors only handle surges, a EMS will handle surges plus hi/low voltage and polarity. My Progessive Industies EMS 50 handles it all.
If someone was working on the power and caused your problem, I would ask for their insurance company's information and have them pay for whatever was damaged.
I then would go by an EMS system.
