om, sorry you missed it, but its been well publicized in fulltimer forums for several years that Wellmark which is BC/BS in SD, has had this policy of requiring their clients actually live in SD for at least 6 months of the year. For those pre-medicare there are very few good choices for private health insurance in SD. its perhaps the only disadvantage to SD domicile. Once you're medicare age the choices are many and since medicare requirements are set at the federal level, you run into this much less for those policies (unless the one you select is based on a local HMO/PPO instead of a nationwide network).
