I'm distilling that it's not a matter of fulltime/seasonal residents but the failure of park operators to have and enforce rules. It's often more difficult to throw out a rulebreaker if you have to go through eviction proceedings etc.
Of course over the years I've seen short-stay parks that looked like a Hoarders explosion and mostly-residential parks that looked like an upscale neighborhood while residents were actually working people.
The reason I brought this up is that in the past year or so I've seen quite a few reviews that contain virtually knee-jerk complaints about fulltime/seasonal/resident people without any specifics other than apparently that those people exist. Even just five or more years ago those complaints were rare.
Sign of the times I guess.
