We've stayed in places where the permanents are junk and look like garbage.
We've stayed in places where the permanents are gorgeous and you'd have a hard time telling they never move.
Cheap places that allow full time tend to attract more junk than the more expensive ownership parks that have solid bylaws and covenants helping to limit the problems.
So where you stay can dictate if there is an issue or not. Ownership parks where you're forking over 60k - 150k for a lot are going to attract different permanent type campers than say the camp ground charging $400 a month 20 miles from the big city.
We tend to not judge people by how many days they are on the road but more by how they live and act. We've met some awesome permanent folks and some awesome traveling folk when on the road or setup in our winter spot. Vice versa, there are douche bags and pigs that travel all the time, some time or setup camp permanently.
