Both have no state income tax so why is SD more often a choice for residence for full time RVers?

I think the biggest issue for SD residency are for those who need to purchase individual health care plans. If you do not require that then SD residency will work well for you. Just use one of the mail forwarding services. We use MyDakotaAddress and are well pleased with the service we receive. The only thing that cannot be taken care of by the mail forwarding service is drivers license. Everything else such as vehicle registration can be handled for a fee of course. Even though SD went to a one time renewal by Internet, fulltimers RVers cannot use that option because of the paperwork requirements that must be provided. Jury duty is also not an issue. When spouse received his summons, he just sent a letter stating he was out of state traveling and was excused.
