SD vs TX residency
Both have no state income tax so why is SD more often a choice for residence for full time RVers?

This smells very similar to Florida's one time registration deal. You need to check what the SD DMV says about getting a license and tag. It's obviously very different from what your mail forwarding service is telling you. (You cant claim you live there if you dont, just like florida).

MUST HAVE TWO documents to prove your residential/physical address. A parent's proof of address is acceptable for a minor child. Proof of address documents may not be more than one year old. Please bring two of the documents listed below (each must contain your name and current address):
Utility bill
Credit card statement
Pay stub or earnings statement
Rent receipt
Phone bill
Transcript or report card from an accredited school
Bank statement
Mortgage document
Tax document
Homeowners/renter's insurance policy
Other items with your address can be reviewed by Driver Licensing personnel
