Wirenut, I wouldn't go the eastern route to Flagstaff this time of the year. We've returned from Yuma via that route in April and it is very scenic, but is something you want to do in warmer weather. Instead, take the I-5 route to Bakersfield, and then go east.
Buy chains at Les Schwab. If you don't use them, you can return the chains and get your money back. In Oregon, you have to have chains in your possession to avoid a ticket, even if you don't have to use them. It may be the same in our state, but I'm not positive.
