Although that was the way it was originally proposed when Tx decided to tie a current inspection to registration renewal, it was later changed through lobbying by Escapees and the RV community. You're now allowed to check "out of state" on the renewal and only required to get inspected the next time you actually drive that vehicle in Tx.
