It is NOT True. The NEW Law has an exception for vehicles that are not physically in the state. When you re-new your registration, you certify that the vehicle is not in Texas and you are not required to get an inspection unless the vehicle comes back to Texas.
Here is a direct quote
"
Registered in Texas but Operating Out of State
If a vehicle is out of state and unable to undergo a Texas vehicle inspection, you will be able to self-certify that the vehicle is out of state."
