Yes, but there's a workaround written right into the Patriot Act.
The anti-money laundering part of the Patriot Act (bottom of page 480 from above PDF) requires that banks and financial institutions develop a Customer Identification Programs that must include a customer's:
- Name
- Date of birth
- Address -- this can be a street address, the address of a next of kin, or the address of a contact individual.
