Your stationary friends are stationary and get CABLE internet which can then be shared with a router (wirelessly) to the other devices in the home. No such option exists for us mobile users. You can travel from McDonald's to Starbuck's to.....whatever....and get a free wifi connection there, but if you want to have your own internet connection available when YOU want it and where YOU want it we are all stuck with cellular internet and the exact parameters you describe.
I use a Cradlepoint router to allow the addition of local WiFi networks on the rare occasion that they are available AND worth using but otherwise, you give up all streaming and use the internet for e-mail and basic surfing. Using the Millenicom option (now $90/month) extends your data to 20GB/month which would allow some streaming but nothing even close to what the fixed location users can do.
