Rarely (by that I mean like 20 years) that heavy rain storm will turn into a heavy snow storm and there might be a meter of snow, with frozen rain under and maybe on-top. The last time that happened power was out from Victoria to Comox, even in most towns, for days.
X3. I live on the Island & have considered this also. I have come to the conclusion that it could be done, although at a cost to your creature comforts! Yes, it can & does get cold here enough that goes down to your very core, then you spend a lot of time trying to regain that warmth!
