If any bills are turned over to a collection agency you can rebut the charge in writing and the collection agency has to turn it back over to the biller, done deal as far as their concerned. Found this out when my X took my daughter in for dental work and the insurance didnt pay. They still send my a bill, but when it all started and I called to talk to them they refused to listen and told me I had to talk to the collection agency. Now I refuse to talk to them. As far as the credit report, you can dispute that as well, further more report them to the BBB, they will investigate it as well.

In the original post, the complaint was the insurance company charged a fee for cancelling. I am sure the fee was in writing in the insurance contract, so I am not sure what the fuss is. Also, anytime you sign a long term contract there almost assuredly a cost to get out, since that is why the firm was able to offer that price in the first place, they were going to get a certain amount of payment over time. No different than what you get with phone contracts, rental agreements, vehicle leases or most anything else.
To keep it in the RV family, would you expect to be able to sign up for a monthly rate at an RV park and then after 3 days tell them you were leaving and expect to get 90% of your money back since you only stayed 10% of the month? No, you would probably be charged the much higher daily rate for those days you stayed and most likely would have an additional charge for leaving early since you tied up those other 27 days for however long you had a reservation in place. That is how the business world operates, and it is not immoral, illegal or a reason to complain to the BBB or whomever else because it isn't what you want.
