$20 Dollar Coupon

Question

So my question is how come on the brochure I get at my house or better yet brochures from Camping World do some of them have a $20 dollar coupon and others don't?  Not trying to scam the corporation but I get one for my membership-no coupon, one for my father-in-law who has passed-has coupon, and one for my brother in law who is fulltiming and uses our address to forward stuff and he has no coupon.  Just wondering are we all not equal in the eyes of the Good Sam Club?
