I have just heard back from Mr. Scott Blanc who personally reviewed my case and we have come to a favorable conclusion, for which I am extremely grateful.
I am happy that my interpretation was correct at the time of my services but, as Mr. Blanc states, they have changed and clarified their towing requirements so please read first and get the service needed.
