Can we get towed two times for the same breakdown?

I had a problem and had to have the Journey towed. The Good Sam dispatcher(?) gave me two options to where I could have it towed. I sort of balked at the option where GS wanted the worked performed. When I asked about the 2nd option, I was told that if this shop could not fix my problem, GS would not tow it to another location. On the other hand, if the 1st option shop could not fix my problem, GS would tow to another location FREE.
