This is NOT a CW issue. This happens with many other dealers all the time. It's a common issue with RVs as stated previously.
Normally, the model year of a vehicle is determined from the VIN. With RVs, the VIN is for the chassis only. As others have stated, RV manufacturers buy the chassis in bulk and then start building the house. This means that many chassis will sit for months if not up to a year or two.
Look at it this way: you got a 1998 RV and only have to pay 1997 registrations on it.
