I will post my resolution. Have had GS ERS for nearly 20 years and never a problem before and have used them probably 3 or 4 times.
I have a feeling since you mentioned a valve stem, the charge is for replacing or repairing it. Most mobile tire services have a 1 hour minimum charge, and it is not covered by GSERS, GSERS just covers the to and from, not the while they are there unless you have a premounted tire on a rim and they just swap them.
