How can a GS Park not give my 10% off for extended stay?

This Good Sam Park has a special... Pay for 6 nites and get the 7th nite for free. But they will not honor the Good Sam rate reflecting the 10% off. They charge the regular rate and give you a free...

I would think that is combining offers. You usually can't do that. Either pay for 6 and get 7th free at regular prices or 10% off on 7 nights.
