Why would the park want to do that?
Maybe they don't want to police whether or not a 50 amp rig in a 50 amp site actually did use the 30 amp adapter. Maybe they don't want the other guests to be speculating about why someone got a 50 amp site when they don't qualify. But even more likely, they want to keep the 50 amp sites open and available for those who pay for them.
