managing staff is the subcontractors responsibility, but the prime is responsible for the performance of their subcontractors. Any decent contract has performance standards. The prime monitors those standards to ensure end customers expectations are met. If standards are not met, the prime requires a plan be put in place to correct the problem or looks for another subcontractor.
Seems there are two groups posting here. One accepts sub-standard service the other expects the service they paid for.
BTW, if my fries are cold they go back. If my burger is wrong it goes back. If they make it right I continue to do business there, if not my money goes elsewhere.
Most companies are grateful when customers provide feedback. The one person that complains may well identify the problem that drove 100 others quietly away. Or they can stand there wondering where the business went as they shut off the lights and lock up for the last time.
