I don't see the problem being that he was at home. I see the problem being that he didn't have a spare tire.
I've used AAA roadside assistance for years at home. For a jumpstart, flat tire, tow to the mechanic's, keys locked in the car, etc. They never said "oh, you're at home, we won't help you." I don't believe GSRA would say that either. If you need tire service, jumpstarting, or a tow, that's what they do. It's about the type of service needed (something unexpected that prevents driving the vehicle to a shop vs. regular maintenance, repairs that don't disable the vehicle, etc.)
But, I can see them not wanting to plug a tire, especially on a large RV, and sending you on your way. If the plug failed before you got to your destination, you'd be furious with GSRA for that. So, GSRA (and most likely AAA) would say "we will only switch out the tire, not plug it". I know that my RV's tire size is not readily available at any tire store and will need to be ordered, therefore I make sure I have a good spare with me at all times. I can always find someone to help me change the tire, but I've got to have the tire first.
