Some of the problems with this is who is going to be the license plate police? Are you going to have an employee go and physically check each customer's license plate? What happens when you make your reservation 6 months in advance and in the interim change your RV? What about all the people who rent RVs, they would have no way to know the license number? I don't know the license number of my RV, I would have to cancel out of my reservation request, risking losing the site until I could find the license number. Currently, my RV is parked several states away, so it isn't an easy task.
It doesn't sound like the park in question is actually experiencing lost revenues by having sites unfilled and sitting vacant. As long as the park itself isn't losing money on no shows, you can expect absolutely no changes in their current policies.
The only time proven remedy is high cancellation fees and strictly enforced cancellation policies. But those are really unpopular when actually enforced and earn the park bad reviews. There are no easy answers.
