I don't know how GS is handling their call centers, but I do know for years the company I work for started shifting their call centers to 3rd parties outside the US. After several years now, they slowly have been pulling everything BACK inside the US or US territories. We still get negative customer feed back when they get the call centers in the US territories, but even those have been reduced (probably not done away with completely because of long-term contracts). But I think the management in my company realizes the nature of our business is extremely complex and convulated with government regulations. They are seeing the failure of off-shore employees really understanding our business when their employees have never set foot on US soil.
It's a trend that is starting to change. Slowly, but it is changing.
Well on the other hand I have had some of the best and most accurate service from call centers overseas (India specifically) and some of the worst by people with attitude right here in the US.
What matters is what the call center is handling. And in this case I think it needs to be in the US. Getting help with Windows 10 from India is a no brainer and probably better than what you would get here. But when it comes to road service...well thats another matter
