I am a dog owner. And, in general, would not mind a dog peeing in the grass along the edge of the site. But I do also sympathize with that lady. If I had plants and decorative rocks I would not at all appreciate someone letting their dog pee on them. In that case the problem is the dog owner, not the site occupant, and the owner should know better. Either let the dog pee before you leave your site, or keep it in the middle of the street until you reach the dog park.
As far as Good Sam I am sure they rate the park based on facilities, not the personality of the residents.
