No insult you are blaming the wrong people GOOD SAM charged you ZERO so how would they give you an itemized bill!

The cost of the service to Good Sam is not your business. but the cost to you is. I would contact whoever regulates the repair place in the state you where in. In addition you where not prepared for the emergency. If you leave home without a spare you run the risk of paying lots of money for a replacement. You have no bargaining power at the side of the road. This will occur no matter what roadside service you have Next time be proactive and prepare for eventualities.
BY THE way how old where the tires on your rig and how old is the tire you bought. I ask because tires on RV's age out instead of wear out.

A service technician will replace a flat tire
with your inflated spare, or we’ll tow your
vehicle to the nearest professional service
center. On occasion and whenever possible,
we will make arrangements for the member to
purchase a tire(s) for delivery to the disablement scene. In these
cases Good Sam Roadside Assistance will pay for delivery of
tire only, member is responsible for all additional costs including
cost of tire(s), mounting, balancing, other parts or labor, tax and
any other fees. Note: This benefit does not include seasonal tire
changes. Member is responsible for all parts and labor

If necessary and whenever possible, depending on the RV disablement, there may be a local mobile mechanic available that can perform minor repairs or adjustments to your RV. In these situations, we’ll attempt to bring a mobile mechanic to your location as
an alternative to towing your vehicle. You are responsible for the cost of parts and labor.
No where does it guaranty reasonable charge.
The provider is an INDEPENDENT COMPANY free to charge you as he wishes
