It doesn't matter what roadside plan you have, they can not just send any tow company they feel like to tow you.
I think part of it that these contracted tow companies are given a certain mile marker to tow vehicles from. This is to get disabled vehicles off the highway in a certain minimum time frame to get the roadway cleared ASAP.
If they didn't do this there would be disabled vehicles sitting on the highway because somebody wanted their "Uncle Fred" to come pick their car up for cheap.
