If this is on your cell, they're violating Federal law.
On modern phones with an address book, the caller name will appear for those in the address book. We do not answer calls from numbers that do not appear in our address book. If the caller leaves a message, we can decide whether to call back. If no message, it's a telemarketer or a robo call, possibly from a scammer.
Works for us.
